1. DV roster expands to 15 during season; teams can only protect a maximum of 12 players when submitting protected lists. [This is just like with the major league roster set at 25 & teams can only protect 15].
2. This would mean teams would be guaranteed a minimum of 3 rounds in the DV draft.
3. Only picks in Rounds 1-3 are allowed to be traded [this eliminates, for example, the circus that occurs if you trade a 4th rd DV pick then you have to subtract 4 from the number of players you could keep BS]
4. Those protecting less than 12 DV players would have extra late-round picks [e.g., the Celtics decide to protect 11 players instead of 12, they would have a 4th round pick. Even if they traded their 1st rd DV pick, they would still only have picks in rounds 2-4].
4. This amendment, if passed, would go into effect for the 2023 season.
Rationale: This idea seems much easier to comprehend than our current system. It will also encourage more owners to participate fully in the DV draft since all teams will actually have a draft pick (unless they trade all 3).
